Minister of Finance

 

THE MINISTER OF FINANCE is responsible for elaborating and implementing Government’s financial, budgetary, fiscal and monetary policy.

As such, he is in charge of:

  1. In the area of budgetary:

-elaborating the settlement bill and the finance law;

- preparing, monitoring and supervising the implementation of the State’s operating budget in collaboration with the Ministry of Economy, Planning and Regional Development;

- implementing the investment budget, in collaboration with the Ministry of Economy, Planning and Regional Development;

- conducting operations for the devolvement of the State’s movable and immovable assets, administrative public establishments and State-owned companies in collaboration with the Ministry of State Property and Land Tenure;

- ensuring the financial control of organs with a supplementary budget and autonomous public establishments in accordance with the regulations of each organ or establishment;

- implementing the privatisation and rehabilitation of public companies;

- monitoring and controlling debt management, public participation, debts owed by legal persons under public law and the use of subsidies;

- making short-term provisions for the elaboration of the State budget.

b) In the fiscal area:

- taxation and customs.

  1. In the monetary and financial area:

- managing the internal and external public debt;

- managing public funds;

- elaborating balance of payments;

- controlling external finances, currency and exchange regulations;

- promoting savings and its use for economic development;

- monitoring monetary and financial cooperation in collaboration with the Ministry of External Relations;

- monitoring and controlling credit institutions, insurance companies and financial markets;

- monitoring the affairs of the International Monetary Fund in collaboration with the Ministry of External Relations.

He oversees the Issuing Institution, credit establishments, insurance companies and the following structures:

- the Autonomous Sinking Fund (CAA);

- the Deposits and Consignment Fund (CADEC);

- the Debt Recovery Agency of Cameroon (SRC).

Attached to the Ministry of Finance are:

-the National Centre for the Development of Computer Services (CENADI);

- the Technical Committee for Privatisation and Liquidation (CTPL);

- the Technical Committee for the Rehabilitation of Public Enterprises (CTR).

The Minister of Finance co-chairs the Interministerial Committee in charge of Privatisation and Rehabilitation of Public Enterprises.

He is assisted by a Minister Delegate.
